Synopsis : En 2029, au Japon. L'informatisation de la société a pris une telle ampleur qu'il est possible de relier sa conscience, le « ghost », au réseau. Le « Puppet master », un cyber-pirate, infiltre et manipule les mémoires humaines à des fins politiques. La section 9, une unité d'intervention secrète, charge son meilleur agent, la major Kusanagi et son adjoint Batou d'arrêter le hacker. Durant leur enquête, Kusanagi et Batou, tous deux équipés de corps et de membres artificiels, s'interrogent sur leur propre humanité.
